Fear and Disorientation
The New Yorker reported that the decision by Defence Secretary Donald Rumsfeld was designed to create “fear and disorientation” in Iraqi prisoners. Rumsfeld authorized the establishment of a highly secret program that was given approval of killing, capturing or possible interrogation of “high value” targets in the Bush Administration’s war on terror.
