Fear and Disorientation
The New Yorker reported that the decision by Defence Secretary Donald Rumsfeld was designed to create ?fear and disorientation? in Iraqi prisoners. Rumsfeld authorized the establishment of a highly secret program that was given approval of killing, capturing or possible interrogation of ?high value? targets in the Bush Administration?s war on terror.
